Overrreach - City of Prisoners

Rising out over a vast plains and surrounded by 100ft walls, the city of Overreach’s defenses are as much about keeping enemies out as its population in. This centuries old city was created as a “living prison” with a population of convicts and a ruling class made up of city guard, military personal, and a council of wardens overseen by a Grand Warden. This ruling class consists of a single family and has never changed hands. Charged with the keeping of Overreach (or cursed as others would call it) they rule the city with an iron fist.

Overreach houses approximately 8000 prisoners at any given time. They work, eat, sleep and breath within the city walls alone. They live in neighborhoods, burrows, run trade and supply shops, police each other and start families all under the watchful eye of their guard. Children have been born and live their entire lives without ever seeing the other side of the wall. Once inside Overreach the only way out is in a coffin.

Prison breaks are not unheard of and recently a large, multi-neighborhood riot broke out. Several prisoners were “misplaced” with the help of a few crooked guards. After the riot the guards were dealt with (public execution is a great way to remind a population about rules and regulations) and life went on as normal. Of the 10 prisoners that escaped, 4 were killed just beyond the wall by crossbowmen, 3 were eaten by various creatures as they attempted to cross the vast plains at night, 1 was turned into a grey ooze by a warden and now resides at the bottom of a waste pit, and two are still unaccounted for.
